TOWN OF TIVERTON RESOLUTION ESTABLISHING A DOG PARK COMMITTEE Resolution 2024-0005 Whereas, dog parks benefit a town by providing a place for dogs to exercise and socialize safely, promoting responsible dog ownership, providing an outlet for dog owners to socialize and promoting public health and safety; and Whereas, Tiverton residents have for many years sought the establishment of a dog park and successfully established the Raymond F. Jones Dog Park, named after the late Raymond F. Jones, Tiverton’s Animal Control Officer for more than 30 years; and Whereas, the Tiverton Home Rule Charter specifically gives the Town Council the authority to ‘create . . . .committees not established by the Charter’ pursuant to Article IV, Section 407. Now Be it Resolved that: The Tiverton Town Council establishes the Tiverton Dog Park Committee (TDPC) to be composed of nine (9) members who are electors of the Town of Tiverton, and The Town Council shall appoint three (3) of the nine (9) members to serve for a term of (3) three years and another three (3) of the remaining members to serve for two (2) years terms and another (3) of the members to serve one (1) year terms for the purpose of establishing staggered terms. Thereafter, all members TDPC shall be appointed or re-appointed for three (3) year terms and shall continue to serve until a successor is appointed. Be it further resolved that the TDPC shall be permitted: 1. to elect officers, solicit volunteers, create subcommittees and assign individuals to these subcommittees as necessary and appropriate for the efficient conducting of the Committee’s business including but not limited to appointing additional advisory ad hoc members as needed; and 2. raise funds, with the approval of the Town Administrator, through fundraising activities and grants for the costs of maintenance, upkeep, and improvements of the dog park provided that all funds privately raised shall be deposited in a restricted receipt account established by the Town Treasurer; and 3. advise the Tiverton Town Council on any rules and regulations necessary for the safe and effective operations of the Dog Park; and 4. it shall comply with all of the requirements of the Rhode Island Open Meetings Act, including but not limited to the posting of agenda, the keeping of minutes, and any other requirements of the Act as found at R.I.G.L. § 42-46-1 et. seq.
